1. Pursuant to the provisions of reference (a), Petitioner, an
enlisted member of the Marine Corps, filed enclosure (1) with
this Board requesting, in effect, that his record be corrected by
awarding him the National Defense Service Medal (NDSM) for
service during the period from 30 January 1959 to

29 January 1964, and the Marine Corps Security Guard Ribbon
(MCSGR) for embassy duty from 10 August 1961 to 18 January 1964,

WH, Viewed Petitioner's allegations of error and

injustice on 21 April 2015, and pursuant to its regulations,
determined that the corrective action indicated below should be
taken on the available evidence of record. Documentary material
considered by the Board consisted of the enclosures, naval
records, and applicable statutes, regulations, and policies.

3. The Board, having reviewed all the facts of record pertaining
to Petitioner's allegations of error and injustice finds as

a. Before applying to this Board, Petitioner exhausted all
administrative remedies available under existing law and
regulations within the Department of the Navy.

b. Although enclosure (1) was not filed in a timely manner,
it is in the interest of justice to waive the statute of
limitations and review the application on its merits.

c. Petitioner enlisted in the Marine Corps and began a
period of active duty on 30 January 1959. The record shows that
on 7 June 1961, he was assigned to Marine Security Guard (MSG)
School under instruction. On 14 July 1961, he was awarded

Meritorious Mast for outstanding performance of duty while under
instruction in MSG school and becoming an Honor Graduate of his
class with a 93 percent average. During the period from

10 August 1961 to 18 January 1964, he was assigned as a MSG at
American Embassies in Monrovia, Liberia and Athens, Greece. He
was honorably discharged on 29 January 1964. Petitioner’s
service during the period from 1 January 1961 to 14 August 1974,
qualifies him to wear the NDSM.

d. Reference (b) states, in part, that a minimum of
12 months in the program was required to be eligible to receive
the MCSGR. Further, in determining the eligibility for the
MCSGR, duty had to be performed at a Department of State overseas
post. Petitioner served 29 months in the MSG program.

CONCLUSION:

Upon review and consideration of all the evidence of record, the
Board concludes that Petitioner's request warrants relief. The
Board determined that he should be awarded the NDSM for his
service during the period from 30 January 1959 to 29 January
1964. Additionally, he should be awarded the MCSGR for his
service at American Embassies in Monrovia, Liberia and Athens,
Greece during the period from 10 August 1961 to 18 January 1964.

In view of the above, the Board recommends the following
corrective action.

RECOMMENDATION:

a. That Petitioner's naval record be corrected to show that
he was awarded the MCSGR for his service at the American
Embassies, in Monrovia, Liberia and Athens, Greece, and awarded
the NDSM for his service covering the period from 30 January 1959
to 29 January 1964.

b. That a copy of this report of proceedings be filed in
Petitioner’s naval record.

c. That upon request, the Department of Veterans Affairs be
informed that Petitioner’s application was received on
28 February 2014.
